The review of the DRA - brought forward to 2010

31 July 2009

The UK's ageing strategy "Building a Society for All Ages" has been updated and was published on 13th July 2009.

In a surprise move the strategy contained a commitment from the DWP that the review of the DRA would be brought forward a year in recognition that "allowing older people to continue working, unfettered by negative views about ageing, could be a big factor in the success of Britain's businesses and our future economic growth".

How much BIS (the new super-department combining BERR and DUIS) had in the timing of the announcement is unclear. Until now BIS, which leads on the review, has been immovable on the 2011 timetable and is generally thought to be committed to keeping the DRA. DWP has always been on the side of removing retirement ages and now appears to have wrestled some control away.

The review, now planned to begin "early in 2010", will be evidence based. The question of what evidence the decision will be based on and how that evidence will be weighted is still under discussion although a large study of UK employers is due to begin later this year.
